This is a known issue apparrently and is also present in the DWF print drivers. As a workaround you can use a free PDF driver such as BullZip. The transparency will now print.

Printing Image Transparency to PDF
If you have raster images attached to a drawing and have transparency set on them this transparency does not print to PDF if you use the Autodesk DWG to PDF.pc3 print driver.
